    Zvobgo engages council over water disconnections

     MASVINGO – Concerned with the high number of residents faced with water disconnections due to unpaid water bills, Eddison Zvobgo (Jn) who is the proprietor of Regency Group of Companies has engaged Masvingo City Council in a bid to come up with an arrangement that will spare the poor from further suffering.
    Zvobgo told The Mirror that he took this initiative after several residents approached him over water disconnections. He said the City Council which faces cash problems is disconnecting water for those who hadn't paid their bills in a bid to force them to settle the debts.
    After disconnections, residents are asked to clear their debts and then pay $10 as reconnection fees before the water is reconnected.
    He said the $10 reconnection fee was weighing down heavily on the residents who in the first place cannot pay monthly rates.
    He also said that Council was refusing to accept payment plans that did not reach certain threshold thereby pushing residents into worse situations financially.
    In his engagement with the City Council management, Zvobgo has proposed that residents owing council be allowed to pay their current rates plus $20 to clear the accumulated debt.
    "We have situations where residents can pay their current rates but are left with nothing to clear their accumulated debts. I have proposed that the City Council accept a position where a resident pays his current rates and then be allowed to pay as little as $20 to clear accumulated debts.
    "The City Council has been refusing such small amounts for clearance of debts but I am saying it's better to get something than nothing at all. It will not help Council to have a rate payer whose water is disconnected and the local authority gets zero payment from him or her. It's better to have a ratepayer who is enjoying his/her rights to water and at least adding something to the coffers of the City Council however little," said Zvobgo who is a lawyer by profession.
    Zvobgo said that he has realised that there are 400 residents who are facing water disconnections and he hopes to seal the deal soon. He also expressed concern that water disconnections would lead to disease outbreaks.
    Zvobgo is also eyeing the Masvingo Urban Parliamentary seat City on a Zanu PF ticket.
