    Council makes U-turn, ready to take MP Shumba’s money

    MASVINGO – Masvingo City Council which only three weeks ago spurned an offer by Masvingo Urban MP, Daniel Shumba to construct world class sporting facilities in the town has changed its mind following a resolution made on Monday.
    The full council meeting resolved to accept the offer and has assigned the executive to co-operate with Shumba and ensure that his projects are implemented.
    City Council chief health officer, Zvapano Munganasa told the full council meeting that Shumba's project proposals were rejected based on wrong information. Council had rejected Shumba's proposal on the grounds that he had earlier made a promise to build clinics in the city but failed.
    Munganasa said there was never such a promise from Shumba but what he did was to promise to construct Anti-Retroviral Treatment (ART) Centres at Council clinics. 
    Earlier this Monday in the full council meeting, the chief health officer explained that Shumba had not promised to avail funds for the construction of a clinic, but had promised to construct Anti-Retroviral Treatment (ART) Centres at Council clinics. 
    It was also noted that Shumba's new project was different from the earlier project and therefore should be treated as a fresh and different application.
    "It was advised that the Committee should consider his fresh application as a separate item for the benefit of the City since he could have failed to secure funding for the construction of ART centres.
    "The application was granted and the applicant was required to produce the designs for the intended developments and submit them to Council for consideration," reads the Monday meeting minutes.
