    Suspended Zvishavane Town Chair blasts Kasukuwere for protecting corrupt officials

    ZVISHAVANE - Zvishavane Town Chairman, Esau Dube who was suspended last week has accused the Minister of Local Government, Public Works and National Housing Saviour Kasukuwere of taking the action in order to protect corrupt officials at council.
    Dube was suspended for refusing to sign and approve the Zvishavane 2016 budget; for refusing to sign the performance contract for the Town Secretary; for extending the suspension period of the Town Secretary Tinoda Mukutu and for bringing a law suit against the Secretary allegedly without council approval.
    Kasukuwere adds that Dube hired a lawyer from outside the council law firm when he tried to bring a lawsuit against Mukutu.
    The letter which is in the possession of The Mirror says it is because of these for reasons that Kasukuwere was suspending Dube as Town Chairman and Councilor for Ward 7 with immediate effect.
    Kasukuwere said the suspension follows findings of an investigation conducted in March last year.
    However, Dube accused Kasukuwere of taking the action in order to protect corrupt officials at council. He said he was going to respond to Kasukuwere's suspension letter and vowed to fight until the council was rid of corruption.
    "This is what happens when you fight against corruption, those who are corrupt will find a way to remove you so that they continue with their evil ways. I am going to respond to this letter and I will not give up until sanity prevails at Zvishavane Council," said Dube
    The suspension letter dated January 12, 2017 was also copied to the town secretary and Provincial Administrator Abion Marongwe.
    "Pursuant to the findings of the investigations team in a report dated May 2016 and subsequent unprocedural actions taken by you, I hereby suspend you, with immediate effect, from the office of councilor for Ward 7 Zvishavane Town Council in terms of Section 114 (1) of the Urban Council's Act," read part of the letter.
    Kasukuwere accuses Dube of delaying the approval of the Zvishavane 2016 budget by refusing to sign it thereby allowing the urban council to run for several months without a budget.
    "You delayed the approval of the council budget by refusing to sign the Performance Contract for the Town Secretary resulting in council operating without a budget for eight months in contravention of the Urban Councils Act and the Public management Act.
    "You extended the suspension period of the Town secretary beyond the prescribed limit and brought a law suit against him without council approval. You engaged a lawyer other than the council lawyer to process the lawsuit against the Town Secretary.
    "You do not respect the separation of powers and involve yourself in executive functions such as crafting misconduct charges against the Town Treasurer," stated Kasukuwere.
