    Stealing Chivhu General Hospital technician reinstated


    CHIVHU - Chivhu General Hospital has reinstated its pharmaceutical technician discharged from work after he was convicted of stealing dispensing envelopes worth $13 from his employer.
    Caston Pfende (63) was fined $300 at Chivhu Magistrates' Court for fraud.
    Pfende who is employed by the Ministry of Health and Child Care appealed against the determination and penalty made by the disciplinary authority of discharge and the Health Service Board this year upheld his guilty verdict but substituted the penalty to discharge him with a reprimand.
    The board therefore concluded that Pfende was guilty of theft but however, would not want him dismissed. The board, sitting on July 26 2016 in Marondera said the days that Pfende was fired and therefore away from work should be turned into leave days without pay and that then becomes his penalty.
    It is the State case that the Pfende was on duty at Chivhu General Hospital Pharmacy when he was approached by Herbert Mashanga, the manager for Bright Pharmacy who borrowed dispensing envelopes.
    Phende issued a pack containing one thousand dispensing envelopes to Mashanga under issue voucher number 501811G, contrary to standing policy that no transaction shall be  done between Government hospitals and private pharmacies.
    An alert security officer was monitoring the transaction and reported the case to the hospital Administrator. When the accused got arrested he led detectives to Bright Pharmacy where 884 dispensing envelopes were recovered. The value of the envelopes is $13.
