    Gwanda residents reject water rates estimates


    Gwanda residents are up in arms with their local authority for high water charges that seem not to be accounted for.
    This came up at a recent resident consultative meeting held at Jahunda Hall and chaired by the mayor Knowledge Ndlovu.  The meeting was to consult people for the 2017 council budget.
    During the meeting, Gwanda treasurer Xolani Dube told residents that the estimate reading for water is 30 kilolitres per household.
    The municipality charges $0,81 per kilolitre meaning that the estimate charge to residents is $25.
    "When doing our billing, our estimate billing for those with damaged metres is 30 kilolitres per household. Our initial estimate was 55 kilolitres and we agreed to reduce it to 30," he said.
    This statement angered residents and it got worse when officials went further to say that the fixed rates are, water fixed charge $5, sewer $1.32, refuse $9.20, supplementary charge $3, public lighting $2 and postage $0.30 leading to a total fixed charge of $20.82.
    Residents said that the municipality was stealing from them through estimate billing and high fixed rates.
    "These rates are very high, there is no family that consumes 30 0000l of water a month. Your estimates must not be based on your organisational debts but on our usage and we hope you don't expect us to pay until you resolve this problem,"said a man who identified himself as Thabani Ndlovu.
    The mayor assured people that the matter would be addressed. Residents shouted at the mayor and demanded to know the exact date when this estimate issue would be resolved.
