    Zinara disburses new funding to local authorities

    • Masvingo Province gets $335 000

    - Local authorities in Masvingo have received a total of $335 774 from the Zimbabwe National Roads Administration (Zinara) and two districts, Zaka and Chivi are the only ones that got nothing.
    The money is part of the total of $22 million that the road authority has disbursed to local authorities throughout the country for the period ending July 17, 2016 for routine maintenance, rehabilitation and development of roads.
    The Midlands Province got a total of $1 929 539 in disbursements for the whole period and all district councils got their allocations after successfully acquitting earlier disbursements.
    Mash East got a total of $1 603 201.
    Matebeleland South got a total of $600 208.
    Manicaland got a total of $1 093 446.
    The road administration authority's acting chief executive officer Engineer Moses Juma published the figures in the Press recently.
    In Masvingo Province, Chiredzi Town Council received $36 095 against a requirement of $240 633 while Masvingo City Council was allocated $51 736 when it had applied for $344 908.
    Gutu applied for $323 905 and got $48 586, Bikita Rural District Council got $46 443 when they had applied for $309 619, Chiredzi RDC applied for $330 000 but received $49 500, Masvingo RDC applied for $356 770 and got $53 515 and Mwenezi wanted $332 657 but only received $49 899.
    Zaka and Chivi Rural District Councils applied for $341 039 and $$388 441 respectively but were denied funding because according to the statement the roads administration authority is awaiting, "acquittals for past disbursements or paperwork of current projects".
    "The reason could be that we submitted our acquittals in July at the time the disbursements were being done because we faced some delays with some MPs who thought the construction and maintenance of roads should be done in their constituencies only yet it was for the whole district as they had the misconception that they are the ones who sourced the funds," said Zaka Rural District Council chief executive officer David Majaura when contacted for a comment.
     Efforts to get a comment from Chivi RDC chief executive officer Tariro Matavire were fruitless as his mobile was not reachable until time of going to Press. The previous day he had indicated that they had not seen any allocation before The Mirror got of the information about non allocation.
    In the Midlands Province Chirumanzu RDC was given $104 802 when it had applied for$349 339 for the whole year.
    Mberengwa RDC had $198 494 channelled to its coffers when they require $336 167 this financial year, Runde RDC required $308 483 but was allocated $$121 197 and Tongogara RDC got $46 419 when they require $309 459 for the whole year.  
    Gweru City Council was allocated $70 419 against $470 741 requested while Zvishavane received $70 648 when they had applied for $237 653 for 2016 financial year.
    In Mashonaland East Chikomba Rural District was allocated $47 764 against its annual requirements of $326 444 while
    In Matebeleland South Province Beitbridge Town Council was allocated $34 862 against its annual requirements of $232 413 while Beitbridge Rural District Council had requested for $339 836 but received $136 814.
    Gwanda Municipality received $94 954 after having applied for $253 962.
    Zinara is a statutory body empowered to collect road fees through toll fees, fuel levy, vehicle licences, and transit, abnormal and overload fees.
    Although Zinara says it has disbursed the funds in its statement, all the road authorities contacted said they have not received anything but they are aware of the allocations.business news
