    Zinara refuses to pay salary as Zaka engineer’s qualifications are questioned again

    – The Zimbabwe National Road Administration (Zinara) has refused to pay consultancy fees for an engineer from Masvingo Rural District Council (RDC) who helped with the maintenance of roads in Zaka after that district's engineer was away on study leave.
    A full council meeting heard that Zaka RDC hired Darlington Chengerai an engineer from Masvingo RDC to help with road maintainance work when their own engineer was away.
    Zinara then refused to pay Masvingo RDC engineer arguing that the arrangement was made without the involvement of the road authority. Council administration then proposed that all wards contribute towards payment of the hired engineer.
    However, councillors flatly rejected the proposal and said Abel Chivasa was on study leave because he had no qualifications.
    They argued that there was no reason for council to continue keeping an engineer who did not have the requisite qualifications. The councillors then proposed that instead, Council must take Chivasa's salary and pay it to the hired engineer.
    Zaka engineer has no qualifications and sometime last year, The Mirror broke a story in which he was said to be sitting for eight Ordinary level subjects at a local school. It is not clear why council has continued to keep him.
