    Mwenezi RDC, Zim Bio Energy clash over $1,6m

    MWENEZI -  Mwenezi Rural District Council (RDC) is battling to recover $1,6m from Zimbabwe Bio Energy Company (ZBE) being unit tax that the company has not paid since 2009.
    The matter has now been handed over to the Minister of State for Masvingo, Ezra Chadzamira after all efforts to get the money failed. This information was revealed during a full council meeting that the local authority held at  Neshuro Council Board Room on Friday last week.
    Council chairman Joram Ncube chaired the meeting.
    Council Treasurer Richwell Stera told the full council meeting that the 2017 audit passed the books of accounts as being in good order but raised the issue of $1,6 million unit tax which ZBE has not paid since 2009. The report said the inability to recover the amount was hampering development in the district.
    ZBE is charged unit tax at the rate of $1 per hectare and the company is running 29 000 hectares. ZBE is insisting on paying 10c per hectare which council regards as paltry and meaningless.
    Councillors also discussed preparations for the 2018 audit which is now underway. Several councillors said that they were not competent enough to interpret the financial statements and from time to time they asked management to simplify the information.
    The meeting also heard that Mwenezi RDC budget for 2019 is not yet approved by July Moyo, the Minister of Local Government, Public Works and National Housing who has been busy attending to the Cyclone Idai disaster.
    Councillors were told of the local authority’s successes in 2018 including the acquisition of lorries and a dumper, renovation of Bubi River Ranch Clinic, the tarring of 2,4km stretch of road at Rutenga.
    Council also constructed a temporary dumpsite at Rutenga, renovated council houses and offices at Neshuro. Council graded about 220km of roads in Mwenezi East and West but the grader broke down when it was grading in Mwenezi West.
    The MP for Mwenezi West Priscilla Moyo urged council to give special attention to her constituency which she described as marginalized without  boreholes, boarding schools or clinics.
