    Gutu RDC proposes $7 million budget

    Gutu Rural District Council (RDC) has proposed a $7m budget for the 2019 financial year.
    The budget was presented by the Finance Committee Chairperson Francis Chitsa during a full council meeting last week.
    The $7 176 143 is a 193% jump from $2 441 733 financial budget of 2018.
    Chitsa said council held 2019 budget consultation meetings at ward level between October 8 and November 8 2018 and 18 centres that are Zoma, Chivake, Chimedza, Mushwai, Muchekayaora, Mutambwi, Bhasera, Matizha, Felixburg, Chekure, Maungwa, Chinyika, Chitsa, Serima, Chartsworth, Tirizi, Zinatha and Mpandawana were covered.
    The budget was broken down into two that is own revenue $2 737 708, grant and others $ 4 439 235.
    The budget will be used for governance and administration to ensure operational efficiency for effective service delivery.
    Under water, sanitation and hygiene, the council budgeted expenditure of $2 132 483 with $ 1 692 235 coming as  Constitutional grant, $145 000 from PSIP and $295 248 from own funds.
    Council will also work on social services to improve the standard of living of the community by providing quality and adequate housing, education, health, social amenities and community services and this will be covered by $1 063 689 coming from council’s own incomes.
    Another program is to improve road network with a total of $2 646 880 coming from ZINARA as a grant of $602 000, $44 880 own funds and $2 000 000 from Constitutional grant.
    On security services to improve the safety of all citizens and council assets in the local authority such as fire engines, ambulances, tower and street lights a total budget of $54 400 has been allocated from own revenue.
    A total expenditure of $122 660 has been budgeted for natural resources conservation and management to be wholly funded from own revenue.
    “This budget has been crafted according to ministerial guidelines  contained in Local Government Circular No.3 of 2017,” said Chitsa.
