GREAT ZIMBABWE HOTEL – Chief Boniface Musara whose name popped up in several housing development projects in Masvingo Province was paid $453 000 by Chiredzi Rural District Council (RDC) after he abandoned a housing project at Buffalo Range.
Chiredzi RDC Chief Executive Officer, Isaac Matsilele said the money was to compensate Musara for the designs and other work that he had done at the Buffalo Range Housing Project just outside Chiredzi town.
In addition, Matsilele said Musara would get the right for first refusal for half of the 90% commercial and industrial stands at the housing scheme and this includes a stand for a filling station.
Matsilele who was accompanied by Takudzwa Chimanya who is the head of technical services department and Jonathan Juma, a water engineer was giving evidence before the Commission of Inquiry on the sale of State land in and around urban areas since 2005 at the Great Zimbabwe Hotel on Monday.
Matsilele said the Buffalo Range Project was an initiative of Shangani Holdings, a company owned by Chief Musara. Shangani applied to do a housing project on the whole of Buffalo Range but the Ministry of
Ministry of Lands, Agricture, Water, Climate and Rural Resettlement released 443 hectares of the Remainder of Buffalo Range for a joint venture between council and Shangani.
The project initiated in 2014 was supposed to deliver housing stands to Tongaat employees and A2 sugarcane farmers in Chiredzi. The released land had an intrinsic value of $3 million and it was valued by T Chinyuku from Harare.
Matsilele however, said Shangani managed to do designs for the project but failed to continue with it because of lack of funds and the contract between Shangani and council was terminated in 2016. The two parties negotiated for costs resulting in the $453 000 compensation to Shangani plus the stands.
After Shangani, the project was taken over by CBZ who later also abandoned it, said Matsilele.
