CHIREDZI – Financially troubled Chiredzi Town Council is set to introduce pre-paid parking among a raft of measures which are set to increase its revenue inflow as well as restoring order in the lowveld town.
Chiredzi Town Secretary Charles Muchatukwa confirmed the development and said his council came up with new by-laws after getting assistance from various stakeholders which include non-governmental organisations. He said the process is now at consultation stage where residents and other stakeholders are coming up with their views regarding the by-laws.
"I am not in a position to give you full details about the by-laws but we are still at a consultation stage where we are getting input from our stakeholders. We have notified residents and gave 14 days to respond. Our major aim is to restore order in our town," said Muchatukwa.
Benard Dhacha who is the United Chiredzi Residents and Ratepayers Association (UCHIRRA) secretary general said it is a shock to hear that council has advertised the by-laws without fully consulting them as critical stakeholders. He said the move by council shows that it does not respect residents and is always determined to create fights with them.
According to notices the proposed by-laws according to Section 228(5) of the Urban Councils Chapter 29.15 are for hawkers and street vendors, waste management, environmental and natural resources, prepaid parking, stray animals, anti litter, clamping and tow.
