MWENEZI – Mwenezi Rural District Council (MRDC) is planning to withdraw 1 000 offer letters for residential stands allocated at Rutenga Growth Point, Neshuro Growth Point and Lundi Rural Service Centre because the home seekers have paid nothing despite several reminders.
MRDC acting Chief Executive Officer (CEO) Albert Chivanga confirmed the move in an interview with The Mirror and said the offer letters will be revoked in the next two weeks and stands reallocated unless the home seekers respond to letters sent out to them within that period.
There are 880 affected at Rutenga, Neshuro 28 and Lundi 36.
Chivanga said what worried council was that the beneficiar
ies have not contributed anything towards the development of the stands.
"We allocated the stands in anticipation of payment from the new stands owners but they have since 2016 paid nothing. We are therefore saying there are lot of people on the waiting list who need stands and we should reallocate these stands to them," said Chivanga.
He said that council wants to improve on service delivery but this cannot happen if some residents are expecting to get stands for free.
Chivanga said he was worried that there could be some residents who are paying for stands through their various co-operatives and housing associations and yet this money never reaches council.  He said council stands went for as little as $1 600 or $4 per square metre and yet there were housing associations that were making their members pay as much as $5 000.
Some of the residents who got stands and have not yet paid are vendors, youth and civil servants. 
Residents who spoke to The Mirror on condition of anonymity argued that they were failing to pay because of the harsh economic conditions.
"The economic situation is very bad for everyone. Most people who have these stands are vendors who are struggling to make ends meet as the informal sector is not paying well," said one of the beneficiaries.
