ZVISHAVANE – Zvishavane Town Council has been losing cases against employees who stole from the council allegedly because the internal auditor leaks confidential information to suspects.
Audit committee chairperson Councilor Andrew Chikandiwa recently wrote a scathing letter addressed to the town secretary Tinoda Mukutu accusing the internal auditor of leaking confidential information to accused employees thereby prejudicing investigations.
In his letter dated April 25, 2017 Chikandiwa said Maxwel Mugandani was leaking information discussed by the Audit committee to employees facing disciplinary hearings.
Mukutu did not take calls when called for a comment.
Mugandani also could not be reached for a comment.
"As you know I am the chairperson of the audit committee. I write to you to register my dissatisfaction with the behaviour of the internal auditor. For the second time now he has revealed the plans of the committee or issues discussed between him and Councilors to employees who were due to be investigated or dismissed for misconduct," read the letter.
He added that some employees facing disciplinary or dismissal verdicts were approaching councilors pleading for leniency. The workers made the approaches after Mugandani allegedly leaked council verdicts to them.
He said it was for that reason that council has been losing most cases of fraud and theft to employees. He cited one particular case where council lost a case against the beerhalls manager Raphael Karanda who faced 251 counts of fraud and forgery.
"It is no wonder why council lost the strong case it had against the former beer halls manager, Mugandani was the chief witness at the Magistrate Court. These and other issues have led me to ask you (Mukutu) to summon the internal auditor to explain his conduct before council," he said.
