    Runde RDC proposes $2,5m budget

    ZVISHAVANE - Runde Rural District Council has proposed a $2,5 million budget for 2017 and one key aspect is that employment costs have been reduced drastically.
    The proposed budget has already been forwarded to the relevant Ministry for approval.
    Labour costs have been slashed from $547 613 to $360 620 and this was according to the Finance Director, Tarirayi Sibanda. He said this was because salaries have been rationalised as per Government directive which dictates a 30% employment cost to 70% service delivery.
    "In our 2016 budget, employment costs were about 23% of the whole $2,4 budget and I am happy to say that we have further reduced this to only 14% of the budget," he said.
    The council has made no change to the rates as it would maintain the same as this year.
    The council chief executive officer Gorden Moyo said instead of increasing rates, council is actually offering 30% discounts for those buying stands and paying up their debts.
    "Rates will not change but we have incentivised our ratepayers through discounts," said Mr Moyo.
    Capital budget has been pegged to $517 376 and the bulk of that, some $220 000 will be used for the procurement of a grader, $79 000 will be ploughed back into wards, $69 000 for residential stands, $30 0000 and $46 000 will be used to construct clinics and staff houses respectively.
