    Panic as Zinwa demands cash upfront from Gwanda TC

    There are fears of a serious water crisis in the town of Gwanda following reports that the Zimbabwe National Water Authority (Zinwa) has plans to install a prepaid water meter for the bulk water that it supplies to council thereby forcing the local authority to pay cash upfront for its water bills.
    Residents are saying that the reality on the ground is that the cash-strapped council is not able to pay any cash up front and this once it fails there will be no water in the town.
    Gwanda Town Clerk, Pricilla Nkala confirmed the impending arrangement but declined to comment further.
    "Yes I can confirm that Zinwa has plans to install prepaid metre to our bulk water supply and that's all l can say concerning this matter," she said.
    Efforts to get a comment from Zinwa manager Tommy Rosen were fruitless as he was said to be out town.
    The installation of the prepaid meter is supposed to be carried out as early as October 7, 2016, according to sources.
    Council is saddled with a $9m bill it owes Zinwa and officials have blamed this on a Government directive to write off water debt owed the local authority by residents during the 2013 general elections. Council sources said this left the local authority with a debt which it could not service.
    Council is also owed millions by Government departments including the Police which are not paying their water bills.
    The secretary general of Gwanda Residents' Association, Maduma Fuzwayo expressed disappointment at the move by ZINWA.
    "We are shocked by this move because ZINWA is fully aware of the challenges that the town is facing and in particular that the local authority has no capacity to pay upfront," said Fuzwayo.local news
