    Gapare has a case to answer - Magistrate


    – A Masvingo Magistrate has dismissed former MDC T councillor for Masvingo Urban, Misheck Mutunhakuenda Gapare's application for discharge in a fraud case involving residential stands valued at $400 000 declaring that the former city father has a case  to answer.
    Gapare who is facing charges for allegedly swindling Masvingo City Council of stands valued at US$200 000 appeared before Masvingo Provincial Magistrate Langton Ndokera last Friday.
    The accused, made an application for discharge at the close of the State case.
    Magistrate Ndokera moved the case to August 16, 2016 for continuation of trial.
    The complainants in the case are Wellington Mahwende and Goddard Dunira who are chairpersons of the Remainder of Victoria Ranch Consortium and Vashandi Housing co-operatives respectively. According to court papers, the two organisations are in the business of offering and developing land.
    The allegations are that on January 31, 2012, the complainants pledged to offer 50 residential stands in Victoria Ranch to Masvingo City Council. The stands were supposed to be distributed to councillors and council employees.
    The reason for the transaction is not given in court papers.
    Gapare who as a councillor was then chairman of the Public Works Portfolio allegedly submitted false names of councillors and employees who were supposed to benefit from the transaction and then turned all the 50 stands into his own use.
    Gapare is represented by Martin Mureri of Matutu and Associates.
