    Uproar as Zvishavane Town secretary fails to attend budget meeting

    - There was uproar at Zvishavane Town Council boardroom last Friday when residents fumed after town secretary Tinoda Mukutu failed to show up at a scheduled budget meeting.
    The council budget are among those rejected by the Minister of Local Government and Public Works Saviour Kasukuwere.
    The meeting had brought together town chairman Esac Dube, Residents Associations representatives and councilors but failed to go ahead after it became clear at the last minute that Mukutu was away in Bulawayo for a meeting.
    The disgruntled residents were up in arms and called for Mukutu's head. The Mirror is informed that Mukutu had written a memo to the chairman, which was only availed to him when people had already gathered for the meeting.
    Although his absence was later explained from the memo, there were suspicions that Mukutu had deliberately abandoned the meeting because the town chairman had no prior knowledge of that meeting. The delegates to the meeting called for the head of Mukutu whom they accused of not taking council business seriously.
    Addressing people gathered at the meeting the town chairman said he was so serious about taking disciplinary action against Mukutu that he had already consulted Minister Kasukuwere who had since given him the green light to take action against Mukutu.
    "The issue of indiscipline is so serious that I have been in consultation with the Minister who has given me the green light to take the necessary action. I had hoped that at some stage our working relationship with the town secretary would improve but this has not happened and therefore we may soon have to take the tough decision," said Dube.
    He said he would take the tougher route even if it means he as the chairman would be arrested for it.
    "If it means that I have to be arrested for taking the right decision and stopping the rot in council, so let it be," said Dube.  
    Peter Mudzviti one of the residents leader blamed the Finance Director George Tongai for drafting a budget that has been rejected.

    News reaching The Mirror show that Zvishavane Town Council secretary has been suspended. He was suspended on Tuesday afternoon.
    Council Chairman Esac Dube confirmed the suspension and told The Mirror that Mukutu was suspended for insubordination. He said the town secretary has been reluctant to suspend the Finance manager in order to allow for investigation into funds that were stolen from council.
    However, rowdy youth hired by a councillor and financed by one of the top council managers disrupted a meeting that the chairman was supposed to hold with parents on Wednesday afternoon.
